Feasibility study for a Central Albanian road connecting the business region of Tirana-Durres and the frontier region near the Greek border

With this survey, the Albanian Ministry for Transport and Telecommunication pursues two goals: On the one hand, it verifies a fast, safe and efficient road connection to the business region of Saloniki (Greece) in view of the future EU membership. On the other hand, previously undersupplied regions in Central South Albania with towns like Elbasan, Berat and Kucova are supposed to be connected to the business region of Tirana and the most important Albanian Port in Durres.
Pöyry Infra works on the survey in three corridors of 125 km in length each on behalf of the General Roads Directorate in Tirana (Albania).

Overall design of the new rail line "Siatista - Kozani", Greece

Pöyry Infra GmbH has been awarded a contract to undertake the alignment design of the new railway line Siatista-Kozani for the Greek National Railway Network. This project will be executed in co-operation with two Greek consultants, Salfo & Associates and S. Liaros - Helida Engineering Consultants.
The contract comprises consultancy engineering services for reviewing and updating the existing feasibility study of the Hellenic Railways Organisation for the Siatista-Kozani segment. In order to optimise the technical characteristics of the line, the contract includes the designs of all the necessary civil works and the rehabilitation of the road network. The main structures are two tunnels of approx. 1300 m and 650 m.

New building of the electronic interlocking technology of the right Rhine line section, Germany

The line section on the right side of the river Rhine, between Troisdorf and Wiesbaden, is considered the most important North-South axis of the western federal territory. It connects the metropolitan area Rhine/Ruhr with the Greater Rhine/Main.
The project´s subject is the new building of the electronic interlocking technology of this section including all cohesive works, such like the building of cable lines as well as track- and road crossings, the installation of cable chutes, concrete piles and other special constructions. In addition installation works for control- and safety technology are carried out in the entire section.
The first building stage comprises the section Lorch - Oberlahnstein up to Wiesbaden - East - Niederlahnstein with total length of more than 42 km.

Superstructure investment program 2006

The superstructure program comprises new replacement constructions of selected railway operation facilities of DB AG infrastructure entities to improve the performance capabilities of the rail network. Numerous individual measures are integrated into the running railway operation. This mainly concerns the renewal of switches and tracks employing different procedures for track construction.

Reconstruction of the nodal point "Frankfurt/Main-Sports field"

In line with the planned construction of the nodal point "Frankfurt/Main - Sports field, 1. stage of extension / 1. construction stage" the changeover of signal installations to electronic interlocking technology is carried out. For this change extensive underground cable engineering works as well as gentries are necessary. This project underlies the official railway interoperability regulation (Eisenbahn-Interoperabilitätsverordnung - EIV) and has to comply with the committee's decision concerning the technical specification of the interoperability of the sub-system "infrastructure" of the trans-European high speed system. This decision was published on September 12, 2002 in the Official Journal of the European Union.
Pöyry Infra provides in this regard site supervision services for the roadway as well as for control- and safety technology.

City of Burg, Germany: new building of a power plant/paper machine in the industrial area - legal immission control procedure

Burg´s industrial area ought to be extended by a spate of infrastructural facilities. Here the new building of a power plant, a paper machine and a waste water treatment plant takes centre stage. With an investment volume of approx. 650 million Euros this project is among the biggest operational investments of the federal state Saxony-Anhalt in the next years.
Pöyry Infra supports the competent authority in the legal immission control procedure (BImSchG - immissionsschutzrechlichen Genehmigungsverfahren).
Pöyry Infra is furthermore responsible for the preparation of expert´s reports concerning the environmental impact study, noise (TA Lärm), concentrations (TA Luft), exhalation (GIRL) and hydrology. The design of the railway siding including the allocation to the plants is also rendered by Pöyry Infra.

Railway equipment for the Gotthard base tunnel, Switzerland

The longest railway tunnel in the world is being constructed through the Gotthard massif.
The requirements of the railway equipment of the tunnel section (2 x 57 km) and the immediately adjacent new multitrack lines of, in all, 10 km to the south and north represent a big challenge for all involved. Tried and tested innovative solutions are required taking the special tunnel conditions as well as the high operational load of a high-speed and high-capacity line (Ve = 250 km/h) into consideration.
Within the syndicate, Pöyry Infra is responsible for offer processing concerning the RAMS analysis (RAMS - Reliability, Availability, Maintainability, Safety) according to EN 50126 as well as for the professional support of the overhead contact line section.

Construction control of the New Eastern Ring Road in Wittenberg, Germany

The New Eastern Ring Road of 1.5 km in Luther's Wittenberg (Germany) crosses the railway line of Horka-Roßlau and the TEN section No. 1 Berlin-Halle/ Leipzig by two bridges. Taking the special railway operation concerns into consideration the bridges are erected in composite steel and concrete structure using prefabricated girders. The complex road construction also involves two large intersections with traffic lights and a parallel footpath and bicycle track as well as extensive line relocation. A wall of 4 m in height protects against noise. In order to minimise the interference in a brook habitat the structures have been planned to allow otters and beavers to penetrate.
Overall planning including numerous individual planning projects has already been completed.
Pöyry Infra will primarily render the following subsequent services:

- Operational construction planning and co-ordination

Extension of the PKV container terminal Duisburg, Germany

The PKV container terminal Duisburg-Ruhrort-Hafen (PKV - Planungsgesellschaft Kombinierter Verkehr mbH) presently consists of 5 tracks and the pertaining storage and loading tracks for containers. Two portal frames and additional mobile equipment handle the transfer. The existing capacities of the terminal are exhausted and thus an extension has been planned.

The terminal will be extended to a total of eight parallel tracks. In addition to the two existing portal frames, a third one will be installed. The reception yard will be connected by additional switches so that four tracks will have a separate reception yard respectively. The overhead contact lines of the southern reception yard tracks will extend to the position of the engine. Via the development of a new storage area of approx. 7,000 m² there is the possibility to newly arrange the existing gate way and the storage area for the trucks.

Pöyry Infra is the general planning contractor and has received orders for all HOAI (German Official Scale of Fees for Services by Architects and Engineers) performance phase as well as for the site supervision:
- Traffic facilities (tracks, moving and loading tracks)
- Storage area (approx. 7,000 m²)
- Technical equipment
- Signalling
- Overhead contact lines
- Drainage facilities

The approval procedure by EBA Essen has largely been finalised. . Building is anticipated to start with the construction of the new storage area in October 2006. The extension is supposed to be completed by August 2007.

Second project for the establishment of the Project Implementation Unit (PIU) to the Serbian Railways, Republic of Serbia

Pöyry Infra GmbH in consortium with Salfo & Associates Ltd. and T&O Unternehmensberatung (Business Consultancy) has been awarded a consultancy contract for the second project for establishment of the Project Implementation Unit (PIU) to the Serbian Railways (ZS).

This programme consists of numerous schemes to be packaged in individual lots for tendering. Loans are provided by the European Investment Bank (EIB) and European Bank of Reconstruction and Development (EBRD). The EIB financed components concern the rehabilitation of railway lines, part-financed with a loan up to 80 MEUR.
The EBRD financed components concern the rolling stock refurbishment and the supply of equipment, part-financed with a loan up to 60 MEUR.

The specific objective of this project is to assist the Serbian Railways in the successful implementation of the project within the timeframe and budget specified in the loan agreements with the EIB and the EBRD in accordance with the procurement rules of each institution. The PIU is effectively responsible for the co-ordination, management, monitoring, financial control, project reporting and evaluation of all aspects of the programme implementation. At the same time appropriate in-service training has to be provided to the management staff of the Serbian Railways and information to the sector operators. If required, ad hoc professional support in the sector shall be provided by the European Agency for Reconstruction.

During the project, which is currently planned to be implemented within 30 month, the consortium will be involved in the following activities:
- Review, preparation and modification of a detailed Procurement and
  Implementation Plan (PIP)
- Based on the approved PIP:
   - preparation of technical specifications, project designs/requirements and/or
     bill of quantities for preparation of tender documents
   - tendering procedures with pre or post-qualification as relevant
   - organisation and management of the tendering process for each contract
   - monitoring of works
   - contract implementation and administration
- In-service training to management staff of the Serbian Railways and professional support
  in the sector as and if required by the European Agency for Reconstruction
